In response to the separatists: I, Fernando Peñalver, Gobernador de la Provincia de Carabobo, have stood beside our great El Libertador since the beginnings of his struggle for the independence of our beloved Colombia. We have led our people to victory and freedom. But how we did achieve this? Did we banish our European oppressors as separate provinces? The answer is obvious: our road to independence was one of unity and cooperation. Only as a united Gran Colombia can we ensure peace, stability, and prosperity for our great Nation. A centralist government is one that is capable both of resolving our internal matters and of standing up to the global challenges. People of Venezuela, do not pay attention to the words of separatists, traitors of our great El Libertador and the Colombian people – these are the snakes like José Antonio Paez who brought upon us death and suffering with their vicious revolt – La Cosiata! These scums are thankfully a negligible minority within Venezuela. Therefore, I am at this very moment heading to the Convention of Ocaña with the aim of creating a new, modern constitutional arrangement for the glorious Gran Colombia.
